Theodore Brassel is the former director of the IMF and boss of Ethan Hunt.
Mission: Impossible III
Brassel's first appearance is when he reprimanded Ethan about the failed mission in Berlin. He questioned Ethan's prior recommendations regarding young trainee agent Lindsey Farris and her ability to be engaged in a failed surveillance mission. Hunt explained how their objective was only a limited one, to rescue Farris, not to capture any of Owen Davian's men and that none of the dozen men would have known about Davian's overall operation. Brassel also criticized the operation planned by John Musgrave as "poorly conceived and executed worse." The hard-drives in the damaged laptop computers taken from the warehouse were burned, scorched, and had holes, but cannot be salvageable. Brassel described how they should have pursued Davian and that they have to be reminded that Davian was winning.
Ethan retrieved a hidden microdot containing an encrypted video of Lindsey warning him that she believes Brassel is working with Davian until Musgrave was later revealed to be the actual mole.
Following the completion of the initial mission and the rescue of Julia Meade in Shanghai, Brassel congratulated Ethan and told him that if he stayed with the IMF, he would tell him what the Rabbit's Foot was before wishing both him and Julia farewell and have fun on their honeymoon.
