John Musgrave is the Operations Director of the IMF and a major character in 2006 film Mission: Impossible III. Musgrave is, in reality, the hidden secondary antagonist of the film because he works for the black-market trafficker Owen Davian, the true main villain.

As IMF agent
During the opening scene of the film, Musgrave send IMF agent Ethan Hunt to rescue his kidnapped protege, Lindsey Farris, bringing him out of his semi-retirement of the agency. In a video briefing, Musgrave tell Ethan that three of IMF operatives Luther Stickell, Declan Gormley and Zhen Lei are his teammates in this mission.
When Julia Meade's, Hunt's wife, is kidnapped by Owen Davian and Hunt himself is arrested by IMF, Musgrave gives Hunt enough time to break free.
Reveals as a villain
In Shanghai, China, Hunt has to provide Rabbit's Foot to Davian in exchange for Julia's release. Only Ethan is asleep and loses the Rabbit's Foot which prompts Davian to shoot down Julia. Musgrave joins Hunt on the spot and reveals that the dead woman is only Davian's Translator. The traitor then reveals that Julia is still alive and that it is pointless to kill Davian, because there are ten more men like him would quickly take his place. Then, he allows Hunt to talk to Julia via his mobile phone and when he buckles, Ethan easily controls him and steals his phone to call Benji Dunn. The latter helps him locate Julia and eventually kills Davian by making him collided by a truck. While Hunt is unconscious because of a micro-explosive charge that has previously been placed in his head, Julia assassinates a henchman and later Musgrave who was carrying the Rabbit's Foot.
